国土空间规划背景下基于多规融合的“存量规划”编制探索

Exploration on the Preparation of“Stock Planning”Based on Multi-Plan Integration under the Background of Land and Space Planning

中国国土空间规划时代的来临,标志着“多规合一”机制体制改革的完成,“多规合一”面临内容的统一和整合。实际工作中由于多专业规划体系存在的矛盾,造成规划内容错综复杂,不易理清。存量规划是中国本轮国土空间规划核心内容之一,存在着原土地利用规划和城市规划相关概念多元化、内容相似等问题。论文结合规划编制中实际存在的问题,系统梳理存量规划相关概念,捋顺相关内容,为中国目前国土空间规划建言献策。

The advent of the era of China’s territorial and spatial planning marks the completion of the reform of the“multi-plan integration”mechanism,and the“multi-plan integration”faces the unification and integration of content.In actual work,due to the contradictions in the multi-disciplinary planning system,the planning content is intricate and difficult to sort out.Stock planning is one of the core contents of China’s current round of land and space planning,and there are problems such as diversification and similar content related to original land use planning and urban planning.Combining the actual problems in planning,the paper systematically sorts out the related concepts of stock planning,smoothes the related content,and provides suggestions for China’s current land and space planning.
