大型炼化项目推行过程结算的策略研究与风险控制 被引量:5

摘要 推行过程结算是建筑业结算方式的一个转变趋势,文章从大型炼化项目特征分析入手,论述了大型炼化项目推行过程结算的必要性,即有利于合理解决争议问题、有利于合规支付合同价款、有利于保护合同双方利益;推行过程结算存在的风险,即节点界面不明确带来的风险、工程质量不合格带来的风险、工期提前或延误带来的风险、项目统计不精准带来的风险;推行过程结算采取的策略措施,即理顺结算周期和理清结算界面、精益合同管控和严肃制度执行、精细质量验收和合规处理争议、精心工期管理和严格合同约定、精准项目统计和推行数字造价。作为项目发包人应转变观念顺势而为,通过改革创新,不断提升工程造价管理及技术水平。 The implementation of process settlement is a major change in the settlement mode of the construction industry and the latest development trend of the engineering construction industry. Starting with the analysis of the characteristics of large-scale refining and chemical projects, this paper demonstrates in detail the necessity, including that is conducive to the reasonable resolution of disputes, the compliant payment of contract price and the protection of the interests of both parties to the contract;Existing risks,including risks caused by unclear node interface, unqualified project quality, ahead of schedule or delay, and inaccurate project statistics;strategic measures,including straighten out the settlement cycle and clear the settlement interface, lean contract control and strict system implementation, meticulous quality acceptance and compliant dispute handling, careful duration management and stringent contract agreement, accurate project statistics and implementation of digital cost.It is proposed that the employer of large-scale refining and chemical projects should transfrom their perceptions, adapt to changes and act accordingly, strive to promote reform and innovation, and constantly promote the level of project cost management.
