Research on Price Competition Activeness in Construction Market under General Contracting Mode

当前工程总承包已成为行业发展趋势,研究工程总承包模式下建筑市场的充分竞争情况有助于推动工程总承包健康发展。“价优”是工程总承包企业核心竞争力最重要的表现,促进市场价格的充分竞争是工程总承包企业做优做强的重要途径。文章提出了市场价格竞争活跃度概念,通过比较某地项目工程总承包标段与施工标段的中标价下浮率、竞标企业数量、报价因素对中标的影响得出工程总承包标段市场价格竞争的活跃度远远小于施工标段,工程总承包方式需进行市场再培育。文章分析了工程总承包市场价格竞争的活跃度小的原因,对制约充分竞争的有关措施、条件、指标进行了剖析,指出工程总承包应坚持“充分竞争、合理低价”的原则,对现有工程总承包政策、规则应进行深入研究,并针对性出台应对措施,以消除发展壁垒,促进工程总承包健康发展,使其切实起到优化资源配置、降低建设投资、促进建筑业高质量发展的作用。

At present, general engineering contracting has become a trend of development. The research on the full competition of construction market under general engineering contracting mode is helpful to promote the healthy development of general engineering contracting. "Price excellence" is the most important performance of the core competitiveness of general contracting enterprises. To promote the full competition of market price is an important way for general contracting enterprises to become better and stronger. The concept of market price competition activity is proposed in this paper. By comparing the floating rate of winning price, the number of bidding enterprises and the influence of quotation factors on winning the bidding of general contract bidding section and construction bidding section of a certain project, it is concluded that the active degree of market price competition of general contract bidding section is far less than that of construction bidding section, and the general contract mode should be cultivated again in the market. This paper analyzes the engineering general contracting market price competition activity of small reasons, to restrict competition, the relevant measures, and sufficient conditions, the index has carried on the analysis, pointed out that engineering general contracting should adhere to the "full competition, reasonable low price" principle, the existing policies, rules, should undertake in-depth study of the general contractor, and corresponding countermeasures, in order to eliminate barriers to development, promote the healthy development of general contracting, so that it can effectively optimize the allocation of resources, reduce construction investment, and promote the high-quality development of the construction industry.
