中美工程造价体系对比浅析

美国造价工程师协会推荐规程/AACEIRP(2019年修订版)主要包括成本工程术语、成本估算分类系统、工程量裕量标准、项目索赔、赢得值管理等多项内容。文章分析了美国造价工程师协会推荐规程的应用情况,简要介绍了中美两国工程造价体系的不同点,主要是在成本费用分级标准、项目成本编码、成本费用结构组成、工程量裕量标准四个方面对比分析了两者的不同特点,可为工程承包企业开拓市场提供参考。随着“一带一路”倡议的不断深入推进,为企业带来了更多的发展机遇,同时也带来了前所未有的挑战,企业要适应国际工程项目管理新的发展趋势,在与国际工程企业合作竞争中相互学习借鉴、共同发展。

American Society of Cost Engineers Recommended Practice/AACE IRP(revised edition in 2019) mainly includes cost engineering terminology, cost estimation classification system, engineering quantity margin standard, project claim,earned value management and many other contents. This paper analyzes the application of the recommended regulations of American Society of Cost Engineers, briefly introduces the differences between Chinese and American engineering cost systems, and compares and analyzes the differences between them in four aspects: cost classification standard, project cost coding, cost structure composition and engineering quantity allowance standard. It can provide reference for engineering contracting enterprises to open up the market. With the deepening of "the belt and road initiative" initiative, it has brought more development opportunities and unprecedented challenges to enterprises. Enterprises should adapt to the new development trend of international engineering project, learn from each other and develop together in cooperation and competition with international engineering enterprises.
