乡村数字化的内涵特征、理论机制与推进策略

数字技术引发经济社会各领域的深度变革,成为推动乡村振兴的新动力。乡村数字化是以数字技术为外生动力激发乡村系统的内源发展动力,实现数字技术与乡村经济、治理、文化、社会、生态深度融合的乡村转型发展过程,在系统、价值与技术维度分别呈现融合性、包容性与动态性特征。乡村数字化的理论机制表现为要素互促共生、产业融合创新、乡村系统协调与城乡互动融合,进而形成乡村新要素体系、新产业体系、新乡村系统与新城乡关系。从强化外部动力与激发内源动力两个方面提出推进乡村数字化高质量发展的策略,包括强化制度保障、完善资金支持、夯实技术基础、加强人才培养、提升数字治理以及优化利益联结。

Digital technology has triggered in-depth changes in various fields of economy and society and becomes a new driving force for rural vitalization.Rural digitization is a rural transformation and development process that takes digital technology as the exogenous driving force,stimulates the endogenous development driving force of rural system,and realizes the deep integration of digital technology and rural economy,governance,culture,service and ecology.It presents the characteristics of integration,inclusiveness and dynamics in the dimensions of system,value and technology.The theoretical mechanism of rural digitization is manifested in the mutual promotion and symbiosis of elements,industrial integration and innovation,rural system coordination and urban-rural interaction and integration,so as to form a new rural element system,a new industrial system,a new rural village system and a new urban-rural relationship.From the two aspects of strengthening external power and stimulating internal power,this paper puts forward the strategies to promote the high-quality development of rural digitization,including strengthening institutional guarantee,improving financial support,consolidating technical foundation,strengthening talent training,improving digital governance and optimizing interest connection.
