乡村振兴视域下推进农村共同富裕:内在逻辑、现实困境与路径优化

Promoting Common Prosperity in Rural Areas from the Perspective of Rural Revitalization:Internal Logic,Realistic Dilemma and Path Optimization

随着脱贫攻坚战的全面胜利,共同迈入全面小康社会之后,扎实推动共同富裕摆上了重要议程。在乡村振兴战略实施大背景下,认识与厘清乡村振兴和农村共同富裕的内在逻辑关系,探寻推进农村共同富裕面临的现实困境与治理路径,就成为必须面对的重要问题。从乡村振兴的视角,通过文献梳理和实证调查,认为农村共同富裕推进过程中存在集体经济发展薄弱、城乡发展不平衡、脱贫攻坚与乡村振兴缺乏有效衔接、乡村建设水平相对较低等问题。治理路径可以从何以可能与如何可能两个方面进行探讨。一方面,马克思主义理论的指导和当下脱贫攻坚战的全面胜利为农村共同富裕的实现提供了理论前提与现实基础;另一方面,针对推进农村共同富裕的现实实践,应从加强基层党组织建设、发展集体经济、推进城乡融合发展、推动巩固拓展脱贫攻坚成果和加快乡村建设高质量发展等五个方面持续发力,以推动农村共同富裕目标的实现。

As an important part of the common prosperity of the whole society,rural common prosperity directly affects and even decides the realization of the common prosperity of all people.After the comprehensive victory of poverty alleviation,rural common prosperity has become an important topic hotly discussed in academics because it is related to the goal and mission of rural construction and development.In the context of the implementation of rural revitalization,there are many problems and challenges in the process of promoting common prosperity in rural areas,such as weak collective economic development,prominent imbalance between urban and rural development,lack of effective linkage between poverty alleviation and rural revitalization,and relatively low level of rural construction,etc.The resolving path can be discussed from“why”and“how”aspects.It is necessary to seek theoretical support,but also explore practical strategies to speed up the process of promoting common prosperity in rural areas.
