Research on the Construction of Policing Community and Its Value of Grassroots Governance——A Study Based on the Village Cadres’ Part-time Job as the Auxiliary Police in Yongchun County

面对愈发复杂的社会环境,现代警务机制应调整以满足当前社会治理需求,构建警务共同体适应基层治理的要求。以永春县为蓝本的基层推行“村干部兼职辅警”,形成了独特的共生性基层警务共同体,其所凸显的应坚持“党建为统领”的政治灵魂,完善组织保障体系;坚持“矛盾不上交”的和谐理念、健全运行机制体制;坚持“平安不出事”的主责主业、提升智慧警务应用水平;坚持“服务不缺位”的根本宗旨、提高人民群众满意率,可型构现代警务共同体建设规程中的主要内容。

Faced with an increasingly complex social environment,modern policing mechanism should be adjusted to meet the current needs of social governance,and to build a policing community to meet the requirements of grassroots governance.The practice of the village cadres’ part-time job as the auxiliary police in Yongchun County has formed a unique symbiotic grassroots policing community,which highlights the need to adhere to the political soul of“party building as the leader”,perfect the organizational security system;adhere to the harmonious concept of“not handing over contradictions”and a sound operating mechanism;adhere to the main responsibility of“safe without incidents”and improve the level of smart police application;adhere to the fundamental purpose of“no lack of services”,and increase the satisfaction rate of the people,to form the main content of the construction regulations of the modern police community.
