2015年通过的“曼德拉规则”是联合国预防犯罪领域基于曼德拉对于囚犯权利的关心,而对1955年《囚犯待遇最低限度标准规则》做出修改的总成。这是对曼德拉的纪念,更彰显了刑事执行领域保障囚犯人权的文明趋势。曼德拉在27年的服刑生涯中,所表现出来的民族平等的崇高理想,希望永存的坚定信念,坦荡不屈的伟大胸怀,包容合作的优良品格和关怀弱者的人文精神,是曼德拉留给人类的精神遗产。

The "Mandela rules" adopted in 2015 is an assembly of amendments to the 1955 Standard Minimum Rules for the treatment of prisoners in the field of crime prevention by the United Nations based on Mandela’s concern for the rights of prisoners.This is a commemoration of Mandela and highlights the trend of civilization development about protecting prisoners’ human rights in the field of criminal execution.Mandela has left rich spiritual legacy during his 27 years in prison,lofty ideal of national equality,firm belief in hope,great mind of openness and unyielding,good character of inclusiveness and cooperation and humanistic spirit of caring for the weak.
