摘要
英国是世界上最早建立规划体系的国家,也是最早以法律形式允许社会公众参与规划的国家。本文从法律制度、协作主体、工作程序、参与方法等角度出发,系统总结英国规划的公众参与的特征与制度,阐释英国不同层面的规划公众参与的手段和做法,提出转变公众参与的思维逻辑和定位、建立完善公众参与制度体系、成立专门机构或常态化组织、多渠道拓展公众参与的公开反馈机制等对策建议,为促进新时期规划的公众参与提供借鉴参考。
Britain is the first country in the world to establish a planning system,and also the first country to allow the public to participate in planning by law.From the perspectives of legal system,subject cooperation,working procedure and participation method,this paper systematically summarizes the characteristics and systems of public participation in planning in the UK,and explains the means and practices of public participation in planning at different levels in the UK.It then offers some countermeasures and suggestions,which involves changing the thinking logic and positioning of public participation,establishing and improving the system of public participation,setting up specialized agencies or normalized organizations,and expanding channels for public feedback mechanism.It is expected to provide reference for promoting public participation in planning in the new era.
