自然资源统一管理下水资源调查监测需求分析

Demand analysis for water resources survey and monitoring in integrated management system of natural resources

2018年,自然资源部成立,标志着我国自然资源统一管理迈出重要步伐,水资源管理理念随之发生了重大变化,着重强调水与自然的整体性、水与经济布局的空间均衡性,以及水的资源、经济和生态价值的一体性。在新理念要求下,自然资源管理各个环节对水资源基础信息的需求发生变化,水资源调查监测的内容需要调整。本文从确权登记、资产管理、开发利用、国土空间规划、用途管制、生态修复、地质灾害防治等重要工作环节,对水资源基础信息的需求进行了梳理,分析了获取自然资源统一管理对水资源调查监测工作的需求。水资源调查监测工作应在继承以往工作的基础上升级和发展,需要查明水的自然循环状况,以夯实水资源管理自然基础;需要查明水的社会循环状况,以夯实水资源开发管理基础;需要查明人-水-自然共生关系,以夯实水生态空间管理基础。

The establishment of the Ministry of Natural Resources in 2018 marks the beginning of the unified management of natural resources in China,and a significant change has taken place in the concept of water resources management,with emphasis on the integrity of water and nature,the spatial balance of water and economic distribution,and the unity of water resources,economic and ecological values.Under the requirements of the new concept,the demand for basic information of water resources in all aspects of the management of the Ministry of Natural Resources has changed,and the investigation and monitoring of water resources need to be adjusted.In this paper,the demand for basic water resource information is sorted out from the aspects of right confirmation and registration,asset management,development and utilization,land space planning,use control,ecological restoration and geological disaster prevention and control,and the demand for investigation and monitoring work for obtaining basic water resource information is analyzed.The investigation and monitoring of water resources should be upgraded and developed based on the previous work,and the natural cycle of water should be ascertained to consolidate the natural foundation of water resources management.It is necessary to find out the situation of social water circulation in order to consolidate the basis of water resources development and management.In order to consolidate the foundation of water ecological space management,the symbiotic relationship between man and water and nature needs to be identified.
