数字治理何以提升治理效能:基于社会公众的微观条件过程

How Dose Digital Governance Affects Governance Efficiency:Conditional Process Analysis Based on a Micro Perspective of Public

数字治理双向沟通政府与社会公众,为社会“赋权”,为政府“赋能”,同时也为现代政府的社会治理提出了新挑战。现有研究认为数字治理能够提升治理效能,但提升程度、过程和条件有待深入研究。本文使用结构方程模型分析235份问卷,实证了数字治理在社会公众这一微观层面影响治理效能的条件过程。结果表明:(1)数字治理对公民政治效能感和政治参与均有正向影响,其中政治效能感也会正向影响政治参与;(2)公民微观视角下,数字治理对治理效能的直接效应不显著,需通过提高微观层面的公民政治效能感,进而改善政治参与来发生作用;(3)性别在政治参与正向影响治理效能的路径中起到调节作用,男性效应高于女性,但全过程的调节效应不显著,这提供了性别差异在数字政治参与中正在减弱的证据。由此建议政府坚持全过程民主理念,提高社会回应能力,把握性别政治参与在数字社会的机遇。

Digital governance is empowering the society and government by strengthening the interaction between government and society,which poses new challenges for modern social government.Previous studies have proved that digital governance improves governance efficiency,while its path,degree and conditions are still required to be studied further.Thus,it is time to calculate the correlations among digital governance,political participation and governance efficiency.Structural equation model was used to analyze 235 online surveys and the findings are as follow:(1)Digital governance has positive influence on political efficacy,which has positive influence on political participation in turn.(2)Digital governance improves governance efficiency by heightening the sense of political efficacy with expanding political participation beyond the directly causal effect.(3)Gender plays a moderating role in the positive impact of political participation on governance efficiency and male􀆳s effect is higher through the path.The results imply the need for governments to persist the essential meaning of whole⁃process people􀆳s democracy,enhance the ability to respond to the needs of public,and give weight to the opportunities and challenges for female political participation.
