摘要
西南地区的工业体系以重工业为主,大力推进工业化进程中对生态环境造成了破坏,工业循环经济水平的提升有助于促进其经济效益与环境效益的共赢。本文针对工业循环经济的特点,在考虑非期望产出、外源投入等因素的基础上构建两阶段DEA模型,并利用Malmquist指数法,从静态和动态两个角度对比分析西南地区2016—2019年的工业循环经济效率。研究表明,西南地区工业循环经济发展整体向好,与工业发达地区的差距逐步缩小。其中,重庆实现了工业生产与环境保护协同发展,贵州和云南工业循环经济发展稳步发展,四川工业生产与环境保护处于磨合状态。针对上述问题提出进一步提升西南地区工业循环经济效率的对策建议。
The industrial system in Southwest China is dominated by heavy industry. Vigorously promoting the process of industrialization has caused damage to the ecological environment. The improvement of the level of industrial circular economy will help to improve its economic and environmental benefits. In view of the characteristics of the industrial circular economy,this paper constructs a two-stage DEA model based on factors such as undesired output and external input,and uses the Malmquist index method to compare and analyze the southwest region from two perspectives,static and dynamic.Industrial circular economy efficiency. The research results show that the overall development of the industrial circular economy in the southwest region is improving,and the gap with the industrially developed regions is gradually narrowing.Among them,Chongqing has realized the coordinated development of industrial production and environmental protection,Guizhou and Yunnan’s industrial circular economy has developed slowly,Sichuan’s industrial production and environmental protection are in a state of running-in. In view of the above problems,policy suggestions are put forward to further improve the efficiency of industrial circular economy in Southwest China.
