北极高等教育共同体建设的目标、困境与实践路径——以北极大学为例

Goal,Dilemma and Practice Path of Arctic Higher Education Community Construction:By Taking Arctic University as an Example

建设高等教育共同体是实现人类命运共同体的重要路径,而北极理事会也将高等教育共同体建设作为其推动北极一体化战略的核心要素。2001年北极理事会创设的北极大学在引领北极高等教育共同体建设过程中发挥至关重要的作用。当前北极大学面临三大矛盾的困扰:一是募资乏力与项目运转之间的矛盾;二是业务扩展与行政管理僵化之间的矛盾;三是北极发展对研究型人才的现实需求与北极大学偏重应用型人才培养之间的矛盾。分析北极高等教育共同体建设的发展历程,在对北极高等教育共同体建设的环境综合评估的基础上,提出北极高等教育共同体建设的实践路径:增强国际学生的流动性;构建联合课程和合作项目;优化北极大学的科研机制。

Building a community of higher education is an important way to realize the Community of Shared Future for Mankind. The Arctic Council regards the construction of higher education community as the core element of its Arctic integration strategy. The Arctic University created by the Arctic Council in 2001 plays a crucial role in leading the construction of the Arctic higher education community. The current Arctic University faces the contradiction between the lack of funding and project operation;second, the contradiction between business expansion and administrative rigidity and the contradiction between the realistic demand of Arctic development for research talents and the emphasis on applied talents training in Arctic University. In this paper, the authors review the development process of the construction of the Arctic higher education community. By comprehensive assessment of the environment of the construction of the Arctic higher education community, they put forward that it is needed to enhance the mobility of international students, build joint courses and cooperative projects and optimize the research mechanism of Arctic University.
