基于社会网络分析法的电信诈骗犯罪打击对策研究

Telecom Fraud Crime:Countermeasures Based on Social Network Analysis

在电信诈骗犯罪日益增多以及犯罪手段智能化的背景下,为了增强打击电信诈骗犯罪的效果,对社会网络分析法在打击电信诈骗犯罪中的应用进行了研究。结果表明,利用社会网络分析法分析电信诈骗犯罪团伙的组织结构和层次,挖掘电信诈骗犯罪团伙的核心成员和重要中介者,缩小电信诈骗犯罪的侦查范围,选择电信诈骗犯罪的侦查突破口,推断电信诈骗犯罪团伙的作案模式是行之有效的。同时提出当前反电信诈骗工作需要注重情报的搜集与处理,抑制犯罪团伙网络的不断扩张,打击合作网络中的特征节点,破坏小团体之间的连接等具体对策。

In the context of the increasing number of telecom fraud crimes and the intelligentization of criminal means, in order to improve the effect of combating telecom fraud crimes, the author uses the literature research method to study the application of social network analysis in combating telecom fraud crimes. The research results show that it is effective to analyze the organizational structure and level of telecom fraud gangs based on the social network analysis method, explore the core members and important intermediaries of telecom fraud gangs, narrow the scope of telecom fraud crime investigation, select the breakthrough point of telecom fraud crime investigation, and infer the mode of telecom fraud gang crime. Meanwhile, it puts forward some specific countermeasures for the current anti-telecom fraud work, such as paying attention to the collection and processing of intelligence, inhibiting the continuous expansion of the criminal group network, cracking down on the characteristic nodes in the cooperative network, and breaking the connection between small groups, so as to provide valuable reference for the public security organs to crack down on the telecom fraud crime.
