Exploration on the Implementation Path of the Domestic Sewage Treatment Facility Construction Bundled Project under PPP Mode

PPP模式与仅由政府参与建设公共基础设施的传统建设模式不同,是一种全新的项目融资方式。该模式将社会资本与政府有机地结合起来,实施效果好的条件下可达成优化资源配置、降低项目风险、提高生产效率的共赢目的。文章以某市污水处理设施建设捆绑项目为例,研究实施过程中出现的问题,并以此为出发点探索PPP模式在污水处理领域落地的一些对策建议及实施路径。

PPP mode is different from the traditional construction mode that only the government participates in the construction of public infrastructure, which is a brand-new project financing method. This model organically combines social capital with government and can achieve the win-win goal of optimizing resource allocation, reducing project risk and improving production efficiency under the condition of good implementation effect. Taking the sewage treatment facility construction bundled project in a city as an example,this paper studies the problems in the implementation process, and explores some countermeasures, suggestions and implementation paths of PPP mode to be implemented in the field of sewage treatment.
