乡村振兴视角下村庄层面的国土空间规划探讨

Discussion on the Territorial Spatial Planning at the Village Level from the Perspective of Rural Revitalization

当前,乡村振兴战略有效解决了我国城乡发展的矛盾问题,通过政策探索,国土空间规划得到了一定的指引。但部分乡村规划在制订时还是存在一些普遍问题,需要对其进行详细的分析与探讨,进而积极寻找科学有效的规划策略,不断提升我国国土空间规划的规范性和完整性。文章首先探讨了乡村层面国土空间规划存在的问题,包括管理缺乏统一性、生活空间的功能结构失调、乡村特色面貌逐渐消失等,再针对相关问题,提出制定科学合理的开发目标、优化生态安全格局、调整优化乡村产业结构、增强乡村文化特质的表现力等具体措施,以供参考。

At present, the rural revitalization strategy has effectively solved the contradiction between urban and rural development in China. Through policy exploration, the territorial spatial planning has been guided to a certain extent.However, there are still some common problems in the formulation of some rural planning, which need to be analyzed and discussed in detail, and then actively seek scientific and effective planning strategies to continuously improve the standardization and integrity of China’s territorial spatial planning. This paper first discusses the problems existing in the territorial spatial planning at the rural level, including the lack of unity in management, the dysfunctional structure of living space, and the gradual disappearance of rural characteristics. Then, in view of related problems, specific measures such as formulating scientific and reasonable development goals, optimizing the ecological security pattern,adjusting and optimizing the rural industrial structure, and enhancing the expressiveness of rural cultural characteristics are proposed for reference.
