Application of PPP Financing Mode in Expressway Construction——Taking Yunlan Expressway Project as an Example

几十年来,我国一直努力扩大高速公路的建设规模。高速公路成本过高,只通过政府投入进行建设会极大地影响高速公路建设速度与进程,因此向外界筹集资金建设高速成了近年来的一种主流模式。为此,文章就PPP融资模式在高速公路建设中的应用展开研究,首先介绍了PPP融资模式在高速公路项目建设中的可行性和融资流程,然后以云兰高速项目为例,对融资模式的选择、融资结构、股权结构、投资回报机制、效益等应用情况进行详细分析,以为同行提供参考。

For decades, China has been striving to expand the scale of expressway construction. Because of its high cost,only through government investment will greatly affect the speed and progress of expressway construction. Therefore,raising funds from the outside world to build expressways has become a mainstream model in recent years. To this end,this paper studies the application of PPP financing mode in expressway construction. Firstly, the feasibility and financing process of PPP financing mode in expressway project construction are introduced. Then, taking Yunlan Expressway project as an example, the application of financing mode selection, financing structure, ownership structure, investment return mechanism and benefit are analyzed in detail,so as to provide reference for peers.
