双循环视角下安徽省科技创新效率的测算与分析

Measurement and Analysis of the Efficiency of Scientific and Technological Innovation in Anhui Province from the Perspective of Double Cycle

摘要 以国内大循环为主体、国内国际双循环相互促进,是当前经济发展的新发展格局。安徽省正全力打造科技创新策源地,积极面对双循环格局。选取科技创新投入指标和产出指标,基于DEA模型静态分析和DEA-Malmquist指数动态分析,对2011—2020年安徽省16个地市的科技创新效率进行测算并分析;采用因子分析法测算2020年安徽省16个地市科技创新得分及排名。结果发现:第一,安徽省科技创新投入和产出量增长迅速,81.25%的城市科技创新实现了投入产出的最优化;第二,安徽省综合技术效率和规模效率发展形势好,但是,技术进步效率水平不高;第三,2020年合肥、芜湖、蚌埠、马鞍山和滁州五市的科技创新效率排名靠前,皖北地区科技创新水平落后。研究明确了安徽省科技创新发展的优势和不足,为保障安徽省打造科技创新策源地、助推经济高质量发展具有重要参考价值。 It is a new pattern of the economic development that takes the domestic major cycle as the main body and the double domestic and international cycles to promote each other.Anhui Province is making every effort to create the source of scientific and technological innovation and facing the double cycle pattern actively.Based on static analysis of DEA model and dynamic analysis of DEA-Malmquist index, the efficiency of the scientific and technological innovation of the 16 cities in Anhui Province from 2011 to 2020 is calculated and analyzed by selecting input and output indicators of scientific and technological innovation.The score and ranking of scientific and technological innovation of 16 cities in Anhui Province in 2020 were calculated by factor analysis method.The results show that: First, the input and output of scientific and technological innovation in Anhui Province increased rapidly, and 81.25% of the cities realized the optimization of input and output.Second, Anhui Province′s comprehensive technical efficiency and scale efficiency development situation is good, but the technical progress efficiency level is not high.Third, Hefei, Wuhu, Bengbu, Ma′anshan and Chuzhou ranked first in scientific and technological innovation efficiency, while the northern Anhui lagged behind in 2020.This study clarifies the advantages and disadvantages of scientific and technological innovation development in Anhui Province, which has important reference values to ensure Anhui Province to build the source of scientific and technological innovation and to boost the high-quality economic development.
