粤港澳大湾区人才保障性住房协同治理政策研究

Research on Collaborative Governance Policy of Talents Housing in Guangdong-Hong Kong-Macao Greater Bay

粤港澳大湾区能够成为我国人才集聚高地,与其人才保障性住房良好的政策环境和丰富的实践经验紧密相关。随着粤港澳大湾区区域协同发展的不断深入,对区域人才保障性住房协同治理提出了更高要求。为此,粤港澳大湾区在人才保障性住房协同治理方面形成了“省—市—合作区”三级协调的完整政策体系,并在合作区层面制定了各具特点的实施制度。在全面梳理粤港澳大湾区人才保障性住房协同治理关键性举措的基础上总结其实施特色,以期为国内区域一体化发展地区人才住房协同治理提供有益借鉴。

The Guangdong-Hong Kong-Macao Greater Bay is a highland for talents gathering in China,which is inseparable from its favorable policy environment and rich practical experience of talents housing.With the con⁃tinuous deepening of the regional collaborative development in Guangdong-Hong Kong-Macao Greater Bay,it gen⁃erates higher requirements for the collaborative governance of regional talents housing.To this end,the Guangdong Hong Kong-Macao Greater Bay has formed a complete three-level policy system of“province-city-cooperation zone”coordination for collaborative governance of talent housing,and formulated an implementation system with its own characteristics at the cooperation zone level.On the basis of comprehensively sorting out the key measures for the collaborative governance of talents housing in the Guangdong-Hong Kong-Macao Greater Bay,its implemen⁃tation characteristics have been summarized,in order to provide a useful reference for the collaborative governance of talents housing in regions with integrated regional development in China.
