摘要 《日本面向2040年高等教育总体规划》确立了日本高等教育在研究体制、质量保障、机构规模、区域配置及资金投入5个领域的战略部署,成为高等教育设计的纲领性文件。此规划立足于日本人口结构问题、第四次工业革命与全球化现实背景,分析日本高等教育存在高校生源危机、高校定位危机与高等教育国际竞争力危机3头“灰犀牛”。采取塑造多元价值观的校园,巩固大学知识权力中心地位,坚持“内优外留”的理念为整体策略,以应对“灰犀牛事件”。其特点集中表现为:危机意识强、参考多国经验、执行效率高。 Grand Design for Higher Education toward 2040 has established the strategic deployment of Japanese higher education in the five fields of research system,quality assurance,organization scale,regional allocation and capital investment,and has become a programmatic document of higher education design.Based onthe realistic background of Japan’s population structure,the fourth industrial revolution and globalization,this plan analyzes the three gray rhino events in Japan’s higher education:the crisis of college enrollment,the crisis of college positioning and the crisis of international competitiveness of higher education.In order to deal with the gray rhino event,it is suggested that the campus with multiple values should be shaped,the university’s position as the center of knowledge power should be consolidated,and the concept of"internal excellence and external retention"should be adhered to as the overall strategy.The characteristics are:strong sense of crisis,reference to the experience of many countries,high efficiency of implementation.It brings the following enlightenment for the design of higher education in China:to realize the optimization and reorganization of the function structure of colleges and universities,to adhere to the concept of sustainable development of higher education,and to continuously promote the international development of higher education.
