摘要
中国经济三型趋势论:发展重民富,改革重要素,开放重制度。民富型发展,要由以往主要关注国家流量财富的增长(GDP总量指标)和存量财富的积累(总资产市值指标),真正转换到注重“每个人的发展和生活幸福”的民富模式上来,当前尤要补足“居民消费率”的短板,并促进实现“共同而有差别的普遍富裕”。要素型改革,要把握要素文明因应论、中性范畴论与产权要素三全论,按照改革、经济发展和人的发展三个逻辑,稳步推进七大要素的市场化改革。制度型开放,要在“五个流开放”基础上,推进体制、规则和规制等方面的开放,在第三波开放倒逼改革中,解决突出的五个体制性问题。按上述三型来促进中国的发展和改革开放,是顺应当今世界潮流及其博弈的理性选择。
The three trends of China’s economy refer to the development trend of focusing on people’s wealth, the reform trend of focusing on key factors, and the opening-up trend of focusing on institutional opening. To follow people’s wealth-prioritized development, it is essential to shift the attention from the growth of national flow wealth(gross GDP index) and the accumulation of stock wealth(market value index of total assets) to the model of people’s wealth valuing “each individual’s development and happiness in life”. At present, it is especially necessary to improve the weak link of “household consumption rate” and help realize “common but differentiated common prosperity”. To follow key factors-driven reform, it is essential to understand the views of civilization advancement with corresponding factors, the neutrality of factors and the three completes of property factors(complete coverage, complete process and complete life cycle), and steadily push forward the market-oriented reform based on the seven key factors according to the three lines of logic:reform, economic development and human development. To follow the institutional opening, it is essential to promote the opening of system, rules and regulations on the basis of “opening of the five flows”, and solve five outstanding institutional problems in the third wave of opening-up driven reform. To follow the three trends to advance China’s development, reform and opening up is a rational choice in line with the world trend and game.
