基于互适模型的文化云平台运行体系构建——以“重庆群众文化云”为例

On the Construction of Operation System of Culture Cloud Platform Based on Mutual Adaptation Model: Taking Chongqing Mass Culture Cloud Platform as an Example

文化云平台是公共文化服务数字化、智能化的重要呈现,是信息技术时代提供公共文化资源和服务的重要载体,完善平台功能、优化平台运行体系是提升云平台使用效能的有力保障。文章在梳理当前学界对于文化数字平台研究的基础上,以“重庆群众文化云”平台为切入点,从政策执行互适模型视角出发,结合政治系统理论,构建“重庆群众文化云”平台运行体系,分析平台建设中存在的效能不高、互动不足、执行不力等问题及其成因,并借鉴国家公共文化云平台、上海嘉定云平台等先进经验,针对存在的问题提出完善平台功能、加强宣传推广、多元主体供给、完善监督机制等对策建议,探索云平台建设进一步完善的途径。

Cultural cloud platform is an important representation of digitalization and intelligence of public cultural services, and an important carrier to provide public cultural resources and services in the era of technology. Improving the functions and optimizing the operation system is a strong guarantee to improve the efficiency of cloud platform.Based on the current research on digital platforms, taking “Chongqing mass culture platform” as the breakthrough point, from the perspective of mutual adaptation model, combined with the theory of political system, a Chongqing mass culture platform running system was constructed, and the problems and its reasons of low efficiency, lack of interaction and enforcement in the construction of platform were analyzed. And by drawing the lessons from the ad vanced experience of national public culture cloud platform, Shanghai Jiading cloud platform, etc., the countermeasures and suggestions were put forward to perfect the functions of the platform, strengthen publicity and promotion, diversify the supply of subjects, and improve the supervision mechanism and explore ways to further improve of platform construction.
