The Labor Health Work of the Early Leadership of the Communist Party of New China and Its Experience

新中国成立初期,我国的厂矿企业存在劳动卫生观念淡薄现象,面临着工厂劳动条件较差以及预防措施不当等相关问题,卫生疾病发病率仍然较高。对此,党和人民政府对劳动卫生事业进行组织动员,各地厂矿企业在党的领导下进行了一系列劳动卫生的普查与防治工作:开展劳动安全和卫生安全检查、预防职业病及职业中毒、防暑降温等。这不仅使厂矿企业安全卫生状况焕然一新,而且通过这些措施总结出劳动卫生工作宝贵经验:必须坚持党的领导,贯彻“预防为主”的方针,必须把卫生工作同群众运动相结合,通过技术革新处理好卫生与生产的关系,这些经验极具历史价值和现实意义。

In the early days of the founding of the People’s Republic of China,China’s factories and mining enterprises had a weak concept of labor health,and were faced with related problems such as poor working conditions and improper preventive measures,which led to the still high incidence of health diseases.In this regard,the Party and the people’s government organized and mobilized the labor health cause,and the local factories and mining enterprises under the leadership of the Party carried out a series of labor health survey and prevention work: to carry out labor safety and health safety inspection,prevention of occupational diseases and occupational poisoning,heat prevention and cooling,etc.This not only makes the enterprise safety and health look brand-new,and through these measures summarizes the labor health work valuable experience: must adhere to the leadership of the party,implement the policy of“prevention first”,the health work must be combined with the mass movement,through technological innovation to handle the relationship between health and production,these experience has historical value and practical significance.
