论曲靖市国有海寨林场改革成效问题及发展思路

On the Reform Effect and Development Ideas of the State-Owned Haizhai Forest Farm in Qujing City

国有林场改革是建设生态文明带根本性的制度设计。经过几年的努力,改革进展良好,取得的成效有:功能职责界定、管理体制改革到位;职工保障到位;创新了发展机制;森林资源管理得到加强。在国有林场改革已经基本完成的情况下,应准确把握新时代、新使命、新要求,在继续完善改革、巩固成效的同时,不失时机地研究新举措、推进新发展。结合曲靖市国有海寨林场实际,提出了健全内部管理制度,规范工作程序、加强队伍建设,走科技兴场之路、持续推进基础设施建设、着力提高森林质量,建设示范林场、在绿色经济发展上聚焦发力、加强森林资源动态监测网络建设等发展思路。

The reform of state-owned forest farm is the fundamental system designed for the construction of ecological civilization. After several years of efforts, the reform has made good progress and achieved results. The functions and responsibilities are defined;the management system reform is in place;the guarantee of employees is in place;the development mechanism has been innovated;the management of forest resources has been strengthened. Under the circumstance that the reform of state-owned forest farms has been basically completed, how to accurately grasp the new era, new mission, and new requirements, and while continuing to improve the reform and consolidate the results, seize the opportunity to study new measures and promote new development are still a problem. Based on the actual situation of the state-owned Haizhai Forest Farm in Qujing City, this paper proposes development ideas such as improving the internal management systems, standardizing work procedures, strengthening team building, taking the road of scientific and technological development, continuing to promote infrastructure construction, improving forest quality, building demonstration forest farms, promoting green economy and strengthening the construction of dynamic monitoring network of forest resources.
