绿色金融背景下我国城市碳达峰潜力与路径分析——基于17个低碳试点城市截面数据研究

摘要 2030年前实现碳达峰,2060年前实现碳中和,这是我国对世界人民做出的庄严承诺。城市是早日实现碳达峰趋势向前推进的关键主体,因此以城市作为研究重点至关重要。但在碳达峰问题的研究上,现存的文献中对全国低碳试点城市的达峰对比情况研究不够,仅单从省级入手,以城市为点论述不多,另外把绿色金融作为碳达峰影响因素的也较少。基于此,选取了17个低碳试点城市数据作为样本,并借鉴前人对地区金融科技发展水平指标的构建方法,采用百度资讯检索的新闻数量创新性地构建了地区绿色金融发展程度指标,最终通过因子分析对试点城市给出排名,并总结归纳出了影响城市碳达峰潜力的重点因素,而后在此基础上提出了相应的路径措施建议:从能源供给端来说,要大力推广能源结构的优化升级,积极进行能源替代;其次从能源消费端来看,要以提高能耗效率为着入点,尽力研发新一代能耗技术和智能控制技术来控制终端的能耗;最终基于人为固碳端,宏观层面可通过国家出台方针政策来进行生物固碳,微观层面居民个人也要从生活点滴入手以减少潜在的碳排放。 Achieving carbon peak by 2030 and carbon neutrality by 2060 is a solemn commitment that China makes a promise to the people of the world. Cities are key players in moving forward with our early carbon peaking trend, so it is crucial to focus on cities. However, in the research on carbon peaking, there is not enough research on the comparison of peaking in the national low-carbon pilot cities in the existing literature. Even if there are more, it is only from the provincial level. Green finance is also less as an influencing factor of carbon peaking. Based on this, this paper selects the data of 17 low-carbon pilot cities as samples, and draws on the previous methods of constructing regional financial technology development level indicators. Finally, the pilot cities are ranked through factor analysis, and the key factors affecting the city’s carbon peaking potential are summarized, and then corresponding path measures are proposed on this basis. For example, from the perspective of energy supply, we must vigorously promote the optimization and upgrading of the energy structure and actively carry out energy substitution;secondly, from the perspective of energy consumption, we must focus on improving energy consumption efficiency, and try our best to develop a new generation of energy consumption technologies and technologies. Intelligent control technology is used to control the energy consumption of the terminal;ultimately, based on the human-made carbon sequestration end, the macro level can be implemented by the state’s policies to carry out biological carbon sequestration, and the micro-level individual residents must also start from their daily life in order to reduce potential carbon emissions.
