养老地产PPP项目发展的影响因素研究

Research on the influencing factors of the development of the elderly real estate PPP project

在人口老龄化日益加快的背景下,为更好地推动养老地产PPP项目的长远发展,系统全面地认知养老地产PPP项目发展的关键因素及相互关系,构建了由4个维度、19个指标组成的影响养老地产PPP项目发展的指标体系,利用DEMATEL法结合实例识别关键影响因素,在此基础上利用ISM划分层次结构,构建多级递阶结构模型。结果表明,政府信用、政策支持力度、合理的风险分担机制、政府提供担保、社会资本的运营能力、健全完善的法律体系是影响养老地产PPP项目发展的关键因素,并根据DEMATEL-ISM的分析结果按中心度排序对影响因素提出相应的对策建议。

In order to better promote the long-term development of the old-age real estate PPP project, the key factors and their relationships of the old-age real estate PPP project development are systematically and comprehensively understood under the background of the increasingly rapid development of the population ageing. In this paper, an index system consisting of four dimensions and 19 indexes for the development of the old-age real estate PPP project is constructed, and the key influencing factors are identified by using DEMATEL method and an example, constructing multilevel hierarchical structure model.The result shows that government credit, policy support, reasonable risk sharing mechanism, government guarantee, social capital operation ability and perfect legal system are the key factors that influence the development of pension real estate PPP project, according to the result of DEMATEL-ISM analysis. The corresponding countermeasures and suggestions are put forward.
