发达国家科技社团推进国家治理的经验与借鉴

Experience and Reference of Science and Technology Societies in Developed Countries in Promoting National Governance

科技社团以其人才、资源、平台优势在国家治理中发挥重要作用,为政府政策的制定提供建议,为公众提供专业的社会服务。与我国科技社团相比,发达国家的科技社团发展历史悠久,内部运行机制相对成熟,外部政策、法律、制度环境相对健全。发达国家科技社团独特的内部治理机制和健全的外部治理环境使其能够参与到国家治理中去。因此,有必要借鉴发达国家科技社团在国家治理中作用发挥的经验,为我国科技社团参与国家治理,进一步完善相关的机制和举措,构建科学合理的治理体系提供参考和借鉴。

Science and teehnology societies play an important role in national governance with their advantages of talents,resources and platforms,providing advice for government policy formulation and professional social services for the public.Compared with China's science and technology societies,science and technology societies in developed countries have a long history of development,relatively mature internal operation mechanisms,and relatively sound external policy,legal,and institutional environments.The unique internal governance mechanism and sound external governance environment of science and technology societies in developed countries enable them to participate in national governance.Therefore,it is necessary to draw on the experience of developed countries in the role of science and technology societies in national governance to provide references and lessons for China's science and technology societies to participate in national governance,further improve the relevant mechanisms and initiatives,and build a scientifie and rational governance system.
