高校R&D经费配置优化——中美对比视角下的经验借鉴

Optimization of R&D Funds Allocation in Universities: Experience from the Comparative Perspective of China and the United States

对比中美两国高校在R&D活动经费投入及支出方面的差异,发现我国高校的R&D经费投入量相对较少,且来源较为单一,在经费的管理及支出结构上还有待改进。借鉴美国高校在R&D经费配置上的实践经验,结合我国高校现状,我国可以校友会为重要渠道争取社会捐赠,加强校企合作拓宽经费来源,同时重视经费专业化经营,重视基础研究投入,以提高经费使用效率,促进R&D活动科学、高效、可持续发展。

By comparing the differences of R&D expenses between Chinese and American universities, it is found that the R&D expenditure of Chinese universities is relatively small, and the source is relatively single, so the management and expenditure structure of funds need to be improved. Accoring to the experience from the American universities in R&D funding allocation, and combining with the current situation of Chinese universities, our country can use alumni association as an important channel to get social donations, strengthen school-enterprise cooperation and broaden funding sources. At the same time, we should attach importance to the specialized operation of funds and the investment in basic research, so as to improve the efficiency of fund use and promote the scientific, efficient and sustainable development of R&D activities.
