乡村振兴背景下长三角地区农村环境治理实证研究

Empirical Study on Rural Environment Governance in the Yangtze River Delta under the Background of Rural Revitalization

推进农村环境治理体系和治理能力现代化是实施乡村振兴战略的目标任务,是“五位一体”总布局在农村社会的体现。长三角地区农村社会经济较为发达,城镇化程度高,但环境问题日益突出。通过对问卷调查获得的数据进行AGIL模型分析后发现:长三角三省一市整体存在村民环境治理认知与行为背离、环境治理政策执行不到位等问题,皖、苏地区农村环境治理各类资源存量相对不足,浙、沪地区农村环境治理资源整合及利益链条不完整。针对问题,提出解决策略:强化环境治理动机,整合环境治理资源;健全多元主体协同治理体系,提高政策执行力;调整农村经济产业结构,耦合经济发展与环境治理;出台配套政策措施,形成农村环境治理常态化。

Promoting the modernization of rural environmental governance capacity and system is the task and goal of implementing the rural revitalization strategy,and is the embodiment of the“five-in-one”overall layout in rural society.The rural areas of the Yangtze River Delta are relatively developed in social economy,with a high degree of urbanization and increasingly prominent environmental problems.After investigation and analysis with AGIL model,it is found that there are cognitive and behavioral deviation and inadequate implementation of environmental governance policies in rural environmental governance in the three provinces and one city region,relatively insufficient stock of all kinds of resources in rural environmental management in Anhui and Jiangsu province,and incomplete resource integration and interest chain of rural environmental governance in Zhejiang and Shanghai.Based on this,the strategies to solve the problem are as follows:strengthening the motivation of environmental governance to integrate the resources of environmental governance,promoting a multi-body collaborative governance system to improve policy implementation,adjusting the industrial structure of rural economy to couple economic development with environmental governance,and supporting policies and measures to normalize environmental governance in rural areas.
