英德两国PATLIB专利信息中心网络构建模式比较研究

Comparison Research of PATLIB Network Construction Mode in the Britain and Germany

基于历史传统、现实环境和国情差异,不同国家构建了不同的专利信息公共服务模式。本文选择英国和德国为案例,以比较分析为理论视角,经由两国PATLIB中心网络运行机制和构建模式的对比研究,挖掘两国PATLIB中心构建模式在主办机构、商业模式、服务内容服务对象、组织结构以及合作网络等多维度的差异,对我国构建高水平知识产权信息公共服务体系具有一定的借鉴意义。

Based on the differences of historical tradition, realistic environment and national conditions, different countries have constructed different public service models of patent information. Taking Britain and Germany as cases and from the theoretical perspective of comparative analysis, through the comparative study on the operation mechanism and construction mode of PATLIB center network in the two countries, the differences in host organization, business model, service content and service objects, organizational structure and cooperation network of PATLIB center construction mode in the two countries are excavated. It is of certain reference significance for China to construct a high-level public service system of intellectual property information.
