In the context of the new round of scientific and technological revolution,the paradigm of scientific and technological innovation has been transformed,showing a trend of systematization and depending on scientific instruments.National strategic scientific and technological strength has become an inevitable requirement for implementing national strategies and advancing the process of scientific and technological development.China’s national strategic scientific and technological strength with major scientific and technological facilities,strategic scientists and high-level scientific research teams at its core elements,shoulder the major mission of achieving high-level scientific and technological self-sufficiency and optimizing the national innovation system.In the new era,strategic scientists facilitate the construction of national strategic scientific and technological strength in terms of academic leadership,team training,resource sharing and knowledge accumulation;national strategic scientific and technological strength provides fertile ground for the cultivation and growth of strategic scientists.China should firmly grasp the historical opportunity of the paradigm change of scientific and technological innovation,taking the construction of national strategic scientific and technological strength as an opportunity to improve the synergistic mechanism between strategic scientists and elements such as institutions,facilities,data and talents,to provide a good carrier for the cultivation and the growth of strategic scientists.
