关于广东省天然气管网融入国家管网的运行机制研究

The Study of Operation Mechanism after Guangdong Gas Pipeline Network Integrated into the National Pipeline Network

国家石油天然气管网集团公司挂牌成立,广东省成为首个以市场化方式融入国家管网集团的省级天然气管网,标志着我国油气体制改革迈出关键步骤。本文总结梳理了国内外油气管网运行模式,分析了国家管网和各省级管网的关系,并对广东省管网融入国家管网后运行机制进行研究,认为需按照“全省一张网”原则整合全省主干管网资源,建立管输价格核定标准,界定开口权审批权限,统一推行能量计量方式,管道压力统一调度,规范城燃特许经营权,建立广东省天然气交易区域中心,完善监管机制。

National Oil and Gas Pipeline Network Group Company Limited was established.Guangdong gas pipeline network was the first provincial pipeline network to be integrated into the national pipeline in a market-oriented manner.It is a key step in the oil and gas system reform of China.This paper summarizes the oil and gas pipeline network operation mode at home and abroad.Then it analyzes the relationship between the national network and provincial network and studies the operation mechanism after Guangdong gas pipeline network was integrated into the national pipeline network.Finally the paper puts forward to integrate all of the network resources in accordance with the principle of“a network of the whole province”,to establish pipeline price standard,to define the pipeline open authority,to unify energy metering and pipeline pressure,to unify urban combustion franchise,to establish Guangdong gas trading regional center,and to improve supervision mechanism.
