从保障就业和互联网监管视角浅议执业药师“挂证”问题

Exploration on the Problems of Illegal Affiliation of Licensed Pharmacists from the Perspective of Employment Protection and Internet Regulation

随着执业药师队伍建设的不断加强、监管制度的日益完善和专项整治的逐渐深入,执业药师“挂证”问题有了较大的改善但仍一定程度广泛存在。作者结合统计数据和基层一线监管执法实践,深入研究执业药师“挂证”问题的危害及其产生原因,基于保障就业和互联网监管视角,从政策供给、部门协同、以网管网、监管创新、强化继续教育等五个方面提出综合治理对策,对健全监管制度、精准查处执业药师“挂证”行为、加大“六稳六保”工作力度、推进药品安全社会共治等方面具有一定的参考价值。

The problems of illegal affiliation of licensed pharmacists have been greatly improved as the continuous strengthening of the team construction of licensed pharmacists,the increasing improvement of the regulatory system,and the gradual deepening of the special rectification.However,there is still a certain degree of widespread occurrence.Combined with statistical data,grass roots supervision and enforcement practice,the author deeply studied the harm and causes of illegal affiliation of licensed pharmacists.Based on the perspectives of employment protection and internet regulation,comprehensive countermeasures were proposed from five aspects,including policy supply,departmental coordination,using Internet technology to supervise,innovation of supervision model and strengthening continuing education.It has certain reference value to improve the regulatory system,accurately investigate and punish illegal affiliation,scaling up efforts to ensure stability on the six fronts and security in the six areas,promote multi-governance of drug safety and other aspects.
