摘要
冷战结束以来,非洲地区出现了诸多阻碍其发展的安全问题。在20世纪90年代,这些安全问题波及的范围仍局限在非洲,但到了21世纪,随着非洲经济的发展,国际社会同非洲的接触更加密切,非洲地区的安全问题开始对非洲以外的国家产生影响。当前,非洲被视为世界上最后一块等待开发的大陆,如何强化与非洲的关系成为各国在非洲展开博弈的重要动机之一,日本作为博弈的参加者,主要通过积极参与非洲安全治理的方式来提升非洲国家对日本的好感。除了继续治理非传统安全问题外,在治理传统安全问题上,日本也不断加大投入。本文拟以21世纪后的日本国际协力机构(JICA)为对象,通过分析其实施的有关治理非洲传统安全问题的案例,对日本的治理特点以及动机进行考察研究。
Since the end of the cold war,the Africa has seen many security problems that have hampered its development.In the 21st century,with the development of African economies,more and more countries have closely engaged with Africa,so that the security problems began to affect countries outside.Since it is regarded as the world’s last continent waiting to be developed,how to strengthen relations with Africa has become an important question for many countries.Japan,as a participant in the game,is mainly through active participation in African security governance to enhance its influence in Africa.In addition to continuing to address non-traditional security issues,Japan has also invested a lot in the governance of traditional security issues.This paper aims to examine the characteristics and motivations of Japan’s governance by analyzing what Japan International Cooperation Agency(JICA)has done on the governance of traditional security issues in Africa in the 21st century.
