高等教育步入普及化发展阶段,成为我们思考教育治理体系和治理能力现代化的“时代场域”。多样化是高等教育普及化阶段的关键特征,高校内部和外部日益紧张的治理氛围是高等教育普及化阶段的问题表征。从高等教育管理到高等教育治理,其本质变化在于权利对话互动机制的变化;高等教育治理体系和治理能力现代化的本质要求,就是制度治理。制度构建与制度执行构成制度治理的“一体两面”。中国高等教育制度构建要以中国特色社会主义为根本方向,以中国高等教育实践为根本动力,以服务社会主义强国建设为根本追求。制度执行要树立制度的权威,强化制度的效能,保障制度运行的可持续性。最终,以制度治理的现代化推进高等教育治理体系和治理能力现代化,通过“共治”实现“善治”。

Diversification is the key feature of the popularization stage of higher education. The increasingly tense governance atmosphere inside and outside colleges and universities is the symptom of the problems in the popularization stage of higher education. From higher education management to higher education governance, its essential change lies in the change of the interactive mechanism of rights dialogue;The essential requirement of the modernization of higher education governance system and governance capacity is institutional governance. System construction and system implementation constitute the "one body and two sides" of system governance. The construction of China’s higher education system should take the socialist system with Chinese characteristics as the fundamental direction, take the practice of China’s higher education as the fundamental driving force, and take serving the construction of a powerful socialist country as the fundamental pursuit. The system implementation should establish the authority of the system, strengthen the efficiency of the system, and ensure the sustainability of the system operation.Finally, we should modernize the governance system and capacity of higher education with the modernization of institutional governance, and achieve "good-governance" through "co-governance".
