自由贸易试验区建设中的中俄农业合作

Sino-Russian Agricultural Cooperation under the Construction of the Pilot Free Trade Zone

新冠肺炎疫情、俄乌冲突凸显中国农业国际合作多元化的紧迫性,自由贸易试验区的建设为解决中俄农业合作的诸多阻滞提供了机遇。只有辨识中俄两国农业合作状况,明晰自由贸易试验区的建设要义,才能通过自由贸易试验区的建设推动中俄农业合作提档升级。参照小岛清理论,为解决中俄两国农业合作的体制机制问题,要依托自由贸易试验区进行制度型创新,促进对俄投融资便利化,加强对“走出去”企业的支持力度,构筑完整的对俄农业跨境产业链,探索出一条推动沿边农业跨境合作、产业集聚的经验之路。

The COVID-19 epidemic and the conflict between Russia and Ukraine add new urgencies to the diversification of international cooperation in China’s agriculture.The construction of the Pilot Free Trade Zone provides an opportunity to solve many obstacles in Sino-Russian agricultural cooperation.Only by identifying the status of Sino-Russian agricultural cooperation and clarifying the significance of the construction of the Pilot Free Trade Zone,can we promote the upgrading of Sino-Russian agricultural cooperation through the construction of the Pilot Free Trade Zone.Referring to the Kiyoshi Kojima Theory,in order to solve the system and mechanism problems of Sino-Russian agricultural cooperation,it is necessary to rely on the Pilot Free Trade Zone to carry out institutional innovation,promote the facilitation of investment and financing to Russia,strengthen the support for“going global”enterprises of agricultural cooperation with Russia,build a complete cross-border industrial chain for Sino-Russian agriculture,and explore the experience to promote cross-border cooperation and industrial agglomeration of the border agriculture.
