运用“捐赠穷弱”分配方式促进共同富裕

Promoting Common Prosperity by Using the Distribution Method of“Donation to the Poor and the Weak”

我国全面建成小康社会的进程,是贫困现象不断减少的过程,也是人民日益富裕起来的进程,如今,人民生活总体向好,幸福感、获得感、安全感不断得到提升,离实现共同富裕的目标越来越近。尽管如此,贫富差距的问题依然不容小觑,如果处理不好,将成为扎实推进实现共同富裕道路上的绊脚石。对于如何实现共同富裕,目前学界提出了“通过五种分配方式扎实推进共同富裕”,主张将“捐赠穷弱”作为其中一种分配方式,“鼓励有条件的个人和单位捐赠财物给穷人、弱者和遭灾难者等”,鼓励高收入人群和企业更多回报社会,在全社会范围内养成“慈善自觉”等思路和方式。

The process of building a moderately prosperous society in an all-round way in China is the process of reducing poverty and increasing prosperity of the people.People’s life is generally better,and their sense of happiness,sense of gain and sense of security are constantly improved.It is getting closer and closer to realizing the goal of common prosperity.Nevertheless,the issue of the gap between the rich and the poor cannot be underestimated.If it is not handled properly,it will become a stumbling block for solid progress towards common prosperity.How to achieve common prosperity?At present,the academia puts forward“promoting common prosperity through five kinds of allocation”,“giving poor weak”as one of the distribution,“encourage conditional individual and unit property donated to the poor,the weak and the weak and calamity”,encouraging high income people and companies more return society,within the scope of the whole society to develop“charity”consciously.
