Difficulties and Countermeasures of Solving the Rural Elderly Care Problem under the Goal of Common Prosperity

家庭养老保障功能弱化、农村社会保障制度不健全、农村社区保护功能削弱,是实现农村老年人共同富裕所面临的主要挑战。为了促进农村老年人共同富裕,应坚持公共政策向农村老年人倾斜的原则;建立老年人、家庭、集体、政府等多元主体协同推进农村老年人共同富裕的制度和政策体系;发育农村养老服务多元化供给主体,满足农村老年人多类型、多层次的服务需求。主要的对策建议包括:推动建立多元化的农村老年人生活保障方式、完善农村社会保障制度,建立以村级养老服务中心为基础的居家养老服务体系。

The weakness of family support function, the imperfect rural social security system and the weakness of rural community protection function are the main challenges to realize the common prosperity of the rural elderly. In order to promote the common prosperity of the rural elderly, we should adhere to the principle that public policies should be inclined to the rural elderly, establish a policy system in which the rural elderly, families, collectives, governments and other multiple subjects jointly promote the common prosperity of the rural elderly, and develop diversified providers of rural elderly care services to meet the multi-type and multi-level service needs of the rural elderly. The main countermeasures and suggestions include: promote the establishment of a diversified way of life security for the rural elderly, improve the rural social security system, and build a home-based elderly care service system based on village-level elderly care service centers.
