美国防部及海军装备计量军用标准、规范研究和启示

Research and enlightenment on the military standards and specifications of metrology support for military equipment for U.S.Department of Defense and U.S.Navy

目的:为使我军装备计量法规建设具有更好的指导性、实用性和超前性,研究了美国防部及海军装备计量法规。方法:介绍了美国防部系列顶层装备计量法规、海军配套计量法规,从制定、工作内容和服务、校准机构等级及项目范围等方面,重点说明了海军计量与校准项目;进而分析了美国防部和海军装备计量法规体系的特点,最后得出了对我军装备计量法规建设的启示。结果:美国防部和海军装备计量法规体系具有权威性、系统性、覆盖性、更新快等特点。结论:我军应从加强计量法规顶层设计、配套建设,促进标准、规范军民融合和加速法规修订更新等方面,加速建设并完善符合我军实际的装备计量法规体系。

Aims:Metrology regulations of the U.S.Department of Defense and the U.S.Navy were studied to ensure better guidance,practicality and advancement of the regulations of metrology support for military equipment of the CPLA.Methods:It introduced the series of top-level measurement regulations of the U.S.Department of Defense and the matching regulations of the U.S.Navy and focused on the Navy Metrology and Calibration Program(METCAL)in terms of its establishment,progress,products,services,measurement traceability,and scope,etc.The characteristics of the measurement regulations of the U.S.Department of Defense and the U.S Navy were obtained.Finally,the enlightenment for the measurement regulations construction of CPLA was given.Results:The U.S.military metrology regulations were authoritative,systematic,covered,and fast updated.Conclusions:The CPLA should strengthen the top-level design and supporting construction of metrology regulations,promote the military-civilian integration of standards and specifications,and accelerate the revision and updating of the regulations of metrology support for military equipment.
