养老产业政策效应研究——以北京市和上海市为例

Study on the effect of pension industrial policy——A case study of Beijing and Shanghai

发展养老产业是应对人口老龄化的重要社会政策和有效举措。文章以梳理北京市和上海市养老产业发展情况和近年政策内容为着力点,重点研究我国养老产业发展现状及其政策调整,明晰发展存在的困难与问题,以期获得养老产业发展模式和优化路径。研究发现要激发老龄社会活力,推动银发经济良性可持续发展,加强顶层设计、加大财政政策支持供给、融合智慧化技术、充实养老服务人才队伍是秉轴持钧的关键。

The development of pension industry is an important social policy and effective measure to deal with the aging population.This paper focuses on combing the development of the pension industry in Beijing and Shanghai and the content of policies in recent years,focusing on the development status of China’s pension industry and its policy adjustment,clarifying the difficulties and problems in development,in order to obtain the development mode and optimization path of the pension industry.The study found that to stimulate the vitality of the aging society,promote the benign and sustainable development of the silver economy,the key lies in strengthening top-level design,increasing the supply of financial policy support,integrating intelligent technology,and building a strong elderly care service talent team.
