京津冀旅游用地市场演变特征、问题识别及成因分析

Evolution Characteristics, Problem Identification and Cause Analysis of Tourism Land Market in Beijing-Tianjin-Hebei Region

土地是旅游资源的物质载体,是旅游业高质量发展的基础。在构建京津冀旅游用地市场分析框架的基础上,基于土地出让数据,分析2007—2019年京津冀旅游用地市场的演变特征与问题。研究发现,京津冀旅游用地市场化出让方式呈现先增后减的态势,旅游用地类型主要集中于住宿餐饮等商服用地;旅游用地出让面积由北京市及其周边地区的集中分布逐渐向天津市、河北省扩散;旅游用地出让价格的高值主要集中在北京市、廊坊市和天津市,在部分市区呈现小范围的高值集聚。京津冀旅游用地市场存在市场化程度低、存量土地资源潜力挖掘不深、供给模式缺乏创新和缺少基准地价体系等问题,主要原因在于京津冀区域发展差异、土地基本制度安排和旅游业综合特性。文章对于旅游用地研究和京津冀旅游用地出让优化发展具有参考价值。

Land is the material carrier of tourism resources and the basis of high-quality development of tourism industry. Based on the analytical framework of Beijing-Tianjin-Hebei tourism land market and the land transfer data from 2007 to 2019, this paper elaborates the evolution characteristics and problems of Beijing-Tianjin-Hebei tourism land market. The study found that the marketization-oriented transfer of tourism land in Beijing-Tianjin-Hebei increased first and then decreased, and the types of tourism land were mainly accommodation, catering and other commercial services. The transfer area of tourism land has gradually spread from the centralized distribution of Beijing and its surrounding areas to Tianjin and Hebei region. The high value of the transfer price of tourism land was mainly concentrated in Beijing, Langfang, and Tianjin, showing a small-scale high-value agglomeration in some urban areas. There are some problems in the tourism land market in Beijing-Tianjin-Hebei region, such as low degree of marketization, insufficient potential excavation of the land resources, lack of innovation in supply mode, and lack of benchmark land price system. The main reasons are the regional development differences between Beijing, Tianjin, and Hebei, basic land system arrangement, and lack of unified standard for tourism land. This paper has reference value for the study of tourism land and the optimal development of tourism land transfer in Beijing-Tianjin-Hebei region.
