论“坚持人民至上”历史经验的核心要义、深厚意蕴及现实路径

On the Core Meaning, Profound Implication and Realistic Path of the Historical Experience of “Upholding the People First”

党的十九届六中全会将“坚持人民至上”总结为党在百年奋斗诗篇中的宝贵历史经验,彰显了中国共产党人无论处于何种环境、面临何种危险和挑战,都始终赋予人民至高无上的地位,以确保人民生命至上、人民利益至上及人民幸福至上的价值追求。“坚持人民至上”历史经验既是马克思主义唯物史观的传承发展,亦是中国共产党性质和宗旨的凝练表达,生动呈现出中国特色社会主义的制度优势。为确保“坚持人民至上”历史经验的有效落实,需要中国共产党坚持三个始终:始终尊重人民群众的历史主体地位;始终坚持在发展中保障和改善民生;始终不断满足人民的美好生活需要,进而不断提升人民生活水平,增进人民福祉。

The Sixth Plenary Session of the 19th CPC Central Committee summed up “upholding the people first” as the valuable historical experience of the party in the process of a hundred years’ struggle. It is indicated that no matter what kind of situation, dangers and challenges the Communist Party of China(CPC)faced, they always give the people the supreme status and stick to the value pursuit of people’s life first, people’s interests first and people’s happiness first. The historical experience of “upholding the people first” is not only the inheritance and development of Marxist historical materialism, but also the concise expression of the Communist Party of China(CPC)’s nature and purpose, vividly showing the institutional advantages of socialism with Chinese characteristics. To ensure the effective implementation of the historical experience of “upholding the people first”, the Communist Party of China(CPC)needs to adhere to three“always”principles, namely, always respecting the people’s historical dominant position, always ensuring and improving people’s livelihood in development, and always meeting people’s needs for a better life, so as to improve people’s living standards and enhance people’s well-being.
