宁夏回族自治区第十三次党代会报告贯彻落实习近平总书记关于统筹发展和安全的重要论述,提出要坚持“两点论”和“重点论”辩证统一。发展是第一要务,安全是头等大事。只有抓好发展、保障安全,才能更好推动中国特色社会主义事业从胜利不断走向新的胜利。全面建设社会主义现代化美丽新宁夏必须统筹好发展和安全,牢牢掌握工作主动权,确保习近平总书记为宁夏擎画的宏伟蓝图变成美好现实。发展和安全共生共长,互为条件,必须准确把握系统观念,在实践中处理好发展与安全的关系,在追求发展同时守好安全底线,在保障安全同时实现发展目标,把发展和安全统筹起来,是社会主义现代化美丽新宁夏建设的内在逻辑和要求。

The report of the 13th Party Congress of Ningxia Hui Autonomous Region has implemented General Secretary Xi Jinping's important exposition on ensuring both development and security,and proposed to adhere to the dialectical unity of“two points of contradiciton”theory and“key point of contradiction”theory.Development and security are the top priority.Only by ensuring development and security can we better promote the construction of socialism with Chinese characteristics and achieve consecutive victories.To build a modern and beautiful new Ningxia,we must ensure both development and security,firmly take the initiative in our work,and ensure that the grand blueprint outlined by General Secretary Xi Jinping for Ningxia becomes a reality.To seek mutual benifit and mutual dependence between development and security,we must accurately grasp the system concept,successfully handle the relationship between development and safety in practice,keep the botom line of security in the pursuit of development,achieve development goals while ensuring security,coordinate the tasks of both development and security.They are the intrinsic logic and requirements for building a modern and beautiful new Ningxia.
