苏州古城保护更新实施优化策略研究——基于政府行为与角色视角

IMPLEMENTATION OPTIMIZATION STRATEGY FOR SUZHOU OLD TOWN PROTECTION AND REGENERATION:FROM A PERSPECTIVE OF GOVERNMENT’S BEHAVIOR AND ROLE

苏州是首批国家历史文化名城,姑苏区是全国首个也是唯一一个国家历史文化名城保护区,苏州古城经过近40年的保护更新已在全国具有一定的示范性。当前,姑苏区第一次整合性、系统性讨论新时期长远发展目标和功能定位的《姑苏区分区规划暨城市更新规划(2020-2035)》成果的形成,以及姑苏区范围内规划方案技术审查、施工图审查、规划核实等审批服务事项由市向区的下放,预示着苏州古城保护更新逐步向“资源配置下沉,强化基层政府执行力;优化行政管理机制,提高城市运转效能”的新阶段迈进。研究通过分析国内外城市更新中政府的行为与角色,借鉴相关城市更新经验,探讨基于市区两级政府行为与角色视角下的苏州古城保护更新实施优化策略。

Gusu District in Suzhou,one of the first national historic and cultural cities,is the first and only national historic and cultural conservation district.After practicing protection and regeneration for 40 years,Suzhou Old Town becomes a demonstration area in China.Currently,Gusu District Planning and Urban Regeneration Plan (2020-2035) is about to be released.It is the first comprehensive and systematic discussion on the long-term development goals and functions of Gusu District,concerning the regeneration of Suzhou Old Town in the new stage,as well as approval services being delegated from the city level to the district level,which include the technical review of planning schemes,review of construction drawings,and planning verification in Gusu District.It indicates that Suzhou Old Town protection and regeneration is gradually approaching a new stage that features “delegating the power of resource allocation,and strengthening the administrative capacity of the grass-roots government;optimizing the administrative management mechanism,and improving urban operation efficiency”.Through analyzing the government’s behavior and role in urban regeneration at home and abroad,and by drawing on relevant urban regeneration experience,this paper discusses the implementation optimization strategy for Suzhou Old Town protection and regeneration from the perspective of the behavior and role of governments at both city and district levels.
