苏州古城历史地段划定与保护利用研究

DELINEATION, CONSERVATION, AND UTILIZATION OF HISTORIC AREAS IN SUZHOU OLD TOWN

2018年施行的《苏州国家历史文化名城保护条例》中明确“历史地段”为苏州历史文化名城的法定保护对象之一。文章回顾了苏州古城历史地段划定历程和目前保护实施管理中的问题,对国内外“历史地段”相关理论与概念演变进行分析,本着“价值导向、应保尽保”的工作原则,明确了苏州古城历史地段的定义和划定条件、原则,优化确定了古城历史地段的保护名录与保护范围,结合精细化保护利用需求,从纳入国土空间规划历史文化保护线体系、统筹保护管理与实施、分类特色保护与分级梯度管理4个方面提出了保护利用建议,为更好促进苏州古城的整体保护与有序更新奠定基础。

The Regulations on the Conservation of Suzhou National Historic and Cultural City,implemented in 2018,has made it clear that the “historic area” is one of the statutory objects of the conservation of Suzhou Historic City.This paper first reviews the delineation process of the historic area in Suzhou,examines the existing problems in the conservation and management,and also analyzes the evolution of the definition and theories related to the “historic area” both in China and abroad.Then,following the “value-oriented” principle and insisting in “protection as much as possible”,the paper clarifies the definition and the delineation standards of the historic area in Suzhou Old Town and specifies the directory and scope of the conservation.In the end,in line with the demands for refined conservation and utilization,the paper puts forward related suggestions from four aspects:inclusion into the historic and cultural conservation line system of the territorial planning,coordinated conservation,management,and implementation,classified and featured conservation,and hierarchical and graded management,in hope of laying a solid foundation for better promoting the overall conservation and orderly renewal of Suzhou Old Town.
