摘要
天津某公立医院建立实施职称评价体系旨在激励人才创新活力和科学客观评价卫生专业技术人才,进而可提升职称晋升管理工作的科学性、实用性、创新性,增强卫生人才可持续发展的前进动力。通过咨询专家、文献检索、同行调研、比照上级职称评审委员会评审模式等方式制定卫生技术系列职称评审评价方案。运用卫生高级职称晋升评价方案前后数据对比发现:晋升高级职称人数逐年增长且年龄跨度有所增加,卫生人才提升自身业务积极性被广泛调动,部分学科人才结构缺失情况得到缓解,科研立项大幅增加,研究生导师数量激增,同时促进了多个人才培养项目的申立,相对于以往职称晋升无科学评价体系、唯论文科研论、论资排辈、人才流失及晋升遇冷等情况发生了质的改变,为探讨下一步卫生技术系列职称评审工作改革的可行方向提供了借鉴。
The establishment and implementation of a professional title evaluation system in a public hospital in Tianjin aim to stimulate the innovative vitality of talents and scientifically and objectively evaluate health professional and technical talents, so as to improve the scientificity,practicability and innovation of title promotion management,and enhance the driving force for the sustainable development of health talents. By consulting experts,literature retrieval,peer research and comparing with the evaluation mode of the superior professional title evaluation committee,the evaluation scheme for health technology series professional titles was formulated. By comparing the data before and after the promotion evaluation scheme for senior health titles,it is found that the number of people promoted to senior health titles has increased year by year and the age span has increased. The enthusiasm of health talents to improve their own business has been widely mobilized, the lack of talent structure in some disciplines has been alleviated, the number of scientific research projects has increased significantly, and the number of graduate tutors has increased sharply. At the same time,the application and establishment of multiple talent training projects have been promoted. Compared with the previous situation of no scientific evaluation system for the promotion of professional titles, only paper on scientific research, seniority-based system, brain drain and cold promotion, there has been a qualitative change, which provides a reference for exploring the feasible direction of the next reform of professional title evaluation of health technology series.
