Top-Level Design for the Construction of Smart Urban Management

传统城管工作正朝纵向大城管全业务和横向网格化+智慧城市多领域延伸,但当前城市管理依然存在业务处理效率不高、信息孤岛现象严重、部门间缺乏业务协同等问题.提出打造全时段、全过程、全要素、全方位的智慧城管体系,实现信息收集多管齐下、数据整合开放共享、业务系统协同配合、决策指挥科学高效、公众服务贴心便捷的城市管理新格局,形成社会参与塑造城市公共价值的开放新生态,提升广大人民群众获得感、幸福感与安全感.

At present,the traditional urban management work is extending towards the full business of large urban management and grid plus smart city multi-field extension.However,it still has problems such as inefficient business processing,serious information island,and the lack of business coordination between departments.This paper proposes building a full-time,whole-process,all-element,all-round smart urban management system,thereby realizing a new pattern of urban management with multi-pronged information collection,open data integration and sharing,business system coordination,scientific and efficient decision-making and command,and intimate and convenient public services,forming an open new ecology in which society participates in shaping the public value of the city,and enhancing the sense of gain,happiness and security of the broad masses of the people.
