摘要
为科学规划城市土地,保障城市安全与社会经济发展之间协调匹配,提出考虑土壤污染程度的城市土地规划方法。基于土壤污染程度,构建城市土地规划模型,根据行业与时空相关性,将规划措施分解落实至功能分区规划项目以及土地污染风险源头上。构建土壤污染风险评估指标体系,采用模糊综合评估法,依照最大隶属度标准,评估土壤污染风险等级,并根据评估结果,制定决策可行的城市土地规划方案。实验结果表明,该方法所构建指标体系可靠性较高,规划方案具有较强科学性,能够降低因土壤污染对人类健康以及社会经济发展所造成的不利影响。
In order to scientifically plan urban land and ensure the coordination and matching between urban safety and socio-economic development, an urban land planning method considering the degree of soil pollution is proposed. Based on the degree of soil pollution, the urban land planning model is constructed, and the planning measures are decomposed into functional zoning planning projects and land pollution risk sources according to the correlation between industry and space and time. This paper built the soil pollution risk assessment index system by using the fuzzy comprehensive assessment method. It evaluated the soil pollution risk level according to the maximum membership standard in order to make a feasible urban land planning scheme according to the assessment results. The experimental results show that the index system constructed by this method is reliable, the planning scheme is scientific, and can reduce the adverse impact of soil pollution on human health and social and economic development.
