在打造国内大循环中心节点、国内国际双循环战略链接的定位要求下,上海需要进一步释放“大院大所大校”的前端吸引能力和国际金融中心的资本放大优势,将新型研发机构打造成国际创新人才的汇聚地,联动全球优质资本助力研发转化,形成“政府引导—高校院所吸引—社会资本参与—科技金融放大”的发展思路,将重心放在吸引社会资本参与、引导企业将创新资源前移至长效平台基地建设环节,从目标一致性层面合力推动创新发展。

Under the positioning requirements of building a central node of domestic large cycle and a strategic link of domestic and international dual cycle, Shanghai needs to further release the front-end attraction ability of “large institutions and universities” and the capital amplification advantage of international financial center, to make new R&D institutions a gathering place of international innovative talents, and to link global high-quality capital to help R&D transformation, to form the development idea of “government guidance-university and institute attraction-social capital participation-science and technology finance amplification”, and to focus on attracting social capital participation and guiding enterprises to move innovation resources forward to the construction of long-term platform bases, so as to promote innovation development from the goal consistency level.
