我国应加快融入全球创新网络,构建区域创新生态,打造国家战略科技力量,建设国际一流研究机构,培育顶尖科学家;加快与欧洲、日本等发达国家和地区,以及俄罗斯、南非、印度等新兴国家建立科技合作关系,引进世界一流科研机构;支持境内科研机构与由拥有中国工作履历的科学家等境外高校、科研院所开展深度合作,实现科研优势互补,依托创新共同体实现“柔性引才”。

China should accelerate its integration into the global innovation network, build a regional innovation ecology, build a national strategic scientific and technological force, build an international first-class research institution, and cultivate top scientists;accelerate the establishment of scientific and technological cooperation with developed countries and regions such as Europe and Japan, as well as emerging countries such as Russia, South Africa and India, and introduce world-class scientific research institutions;support domestic scientific research institutions to carry out in-depth cooperation with overseas universities and scientific research institutions where scientists with Chinese work experience, realize complementary advantages in scientific research, and rely on the innovation community to achieve “flexible talent introduction”.
